Examples of Nontaxable Love Offerings

What love offering is not considered taxable and still be considers a deductible contribution to the contributor? Can someone give some examples?

Love offerings

So, if a church solicits a love offering for the Pastor, even going so far as to have special envelopes made, and all monies flows through the church, 1. The amount is taxable to the Pastor, 2. The amount is deductible to the giver. Please let me know if this statement is true.
Is there an IRS ruling on this?
