Severance paid as housing?

(Omaha, NE)

Can our pastor who is no longer an employee be paid his severance pay as a housing allowance? Would we report this as a 1099?

We will be paying his tuition also. Is that income if he is not an employee?

My logic tells me it is severance pay. So, my answer is "no".
