Paying half of ministers health insurance deductible...taxable?

we as a church pay half of ministers $2500 medical insurance deductible.

This is not done through the insurance company it is part of our agreement with him.

Do we add that to his total salary as income?

What I.R.C. would you use to justify paying the health insurance directly and being tax free. And, what I.R.C. would you use for the insurance being tax free if a HRA was set up? I am an accounting student and was wondering.

It would be taxable income ... unless you have a "legal "HRA (Health Reimbursement Arrangement) set up to reimburses employees for qualified medical expenses.
