One Time Gift to a Pastor

If our church wants to give the Pastor's wife a one time gift designated by the Board of Directors from our General Fund but specific offerings were not taken from the church body for this, is this taxable income to the Pastor if they file their taxes jointly?

If this can be done, are there limits to the amount that can be given without incurring a tax burden for the pastor.
