moving expenses & storage unit expenses

I am a retired minister.

I have 2 questions re Housing Allowance.

1. I have placed furniture and other household goods in a storage unit until I can find permanent housing. Can the fee for the storage unit be included as a Housing Allowance expense?

2. I paid for the packing and delivery of those items to the storage unit. Retired, I cannot deduct that as a moving expense. Can it be included as a Housing Allowance expense?

Housing Allowance Expenses

I do not think that moving and storage unit expenses would qualify as eligible housing allowance expense.

Only the actual cost of "maintaining" YOUR home may
be excluded as housing allowance.

Moving and storage unit costs can be tax deductible on your personal income tax return...in certain circumstances. See IRS Pub 521 for more information.

Anyone have answer?

Would love this to be answered, as well, as I know a pastor who sold his home and is living with relatives and renting a storage unit while his new house is being built.
