Love gift for Pastor's Wife

Our church wants to take a love offering for our pastor's wife for her birthday. She is considered a staff member but is not paid. How would we handle this...give her a 1099 if over $600.00? Based on this article I feel the donations could not be claimed as a tax deduction.
