Is the Pastors housing allowance in addition to his salary

Is the Pastors housing allowance an amount in addition to his salary or am I reducing his salary to the amount to be used as housing.

Compensation Package

That would depend on your church.

A housing allowance is part of the pastor's compensation package. The governing body designates and approves (in writing) a set amount for their housing allowance.

That could be by reducing his current salary by that amount or in addition to...again that would depend on your church's governing body.
