Housing Allowance on W-2

Our pastor has a salary of $42000. $1200 is set as Housing Allowance. The $1200 goes into Box 14? Does $42000 go in box 1 or would it be $30,000.

If he received $30,000 as his wage and $12,000 as his housing allowance, then the $30,000 would go in box 1 and $12,0000 in box 14.
