I looked at your sample adapted resolution for a pastor's housing allowance. Our church does not own a parsonage but wants to pay directly the mortgage payments including property tax and utilities totaling approximately $1800, which is on par with the Fair Market Value of the home rental plus utilities. My question is how the wording on the sample resolution would change either in Paragraph 2 or 3 to reflect the proposed arrangement.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.
Note: I am a "partner" of Gusto, but as I have told you before ... I never recommend anything that we or our clients have not tried and love =)
