Eligiblility for Housing Allowance

My dad is a retired Wesleyan minister. He pastored in a number of churches over the years, but it was not his primary source of employment over his working years. He is currently ordained, but not licensed and does not have an active role in the church. Is he eligible to take a distribution from his small 403b as a housing allowance? Thanks.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.

Note: I am a "partner" of Gusto, but as I have told you before ... I never recommend anything that we or our clients have not tried and love =)
