My first guess would be that none of our 50 states in the US have any laws or any directives at all concerning the issue of separate church boards. This would be due to the concept of separation of church and state. In a very small church there should not be any problem with the duties of the two boards being handled in one committee or one board. In middle size to larger churches, it probably would be better to have separate boards.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.

Note: I am a "partner" of Gusto, but as I have told you before ... I never recommend anything that we or our clients have not tried and love =)
