Is the pastor still considered an employee of the church if he does not receive a salary, and if he is considered an employee of the church can he be paid a housing allowance in lieu of salary?

You can Designate 100% of Minister's Compensation as Housing Allowance

You can designated all of the compensation you pay your Pastor as a housing allowance ...IF it is approved and set up properly.

BUT I do want to clarify that you will be issuing a check to the Pastor...not actually paying his housing expenses.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.

Note: I am a "partner" of Gusto, but as I have told you before ... I never recommend anything that we or our clients have not tried and love =)
