Can housing expense go on a 1099?

Our board approved the max $8000 housing expense for our part time pastor... Last year (her first tax season with us) I did it on her W-2. After tax season, she asked if it could go on a 1099. Can it? Whats the difference for the Pastor and for our church?

Housing "allowance"

Since the pastor is a part-time employee of your church, she would need to continue to receive a W-2 form to report her yearly earnings to IRS. Her administrative board approved "housing allowance" can legally be left off her W-2 or recorded for "information purposes" in Box 14. It is left off her income in Box 1.
