Since there is an obvious conflict of interest--NEVER! I would say.

The pastor's name should NEVER be an authorized bank account signature. Our church requires two signatures on every check. The Treasurer must sign every check and there are three other church members who have been approved by the church membership to sign checks. One of those three others must sign each check along with the Treasurer. Allowing the pastor to sign checks is "begging for trouble" on down the road. We went through something similar at our church 25 year's ago and it did not end well for the "former" pastor or for the church over all.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.
