What's the difference between form 4361 and form 4029?

Every I see says to fill out form 4361 to opt out of social security. However this form doesn't say social security, it says "Exemption from Self-Employment Tax." Form 4029 says "Exemption from Social Security."

Do I have to fill out both forms? What's the difference?

Pastors are duel status and for SS are considered self employed and therefore pay Self Employee Tax and not SS.

If you are a Pastor you would opt out of Self Employee Tax.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.

Note: I am a "partner" of Gusto, but as I have told you before ... I never recommend anything that we or our clients have not tried and love =)
