We are wondering if our church members can receive tax write offs for offerings given before the 501c3 is filed for the church?

Qualifying Churches do NOT have to be registered as a 501(3)(c) although they DO have to follow the rules.
Donations to a qualifying church are deductible to the members as long as they meet the giving to charitable organization rules. (mainly that they do not designate money to individuals)

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.

Note: I am a "partner" of Gusto, but as I have told you before ... I never recommend anything that we or our clients have not tried and love =)
