What's our next step?

We became part-time pastor of a small, struggling church two years ago. It was agreed at the time that we would not receive a monetary salary until the church was more financially stable. We would however, live in the church parsonage & pay the utilities for it.

In the minutes at the end of 2014, it was discussed to begin paying a salary & establish a housing allowance. As of present, it is still pending and board members have changed. We have not applied for self-employment/opted out as of yet (2015) due to this.

What should be our next or most urgent plan of action ?

Similar to Brenda our bi-vocational part-time associate and youth pastor wants no cash salary because we are small and his full time job won't allow the pay but wants to donate all pay designated back to use for youth and Christian education. We don't know how to record this so that we can give him a donation letter only at the end of this year?
