What day can I start counting expenditures towards housing allowance? First official start day at work or before that?

I moved from one state as a pastor to another state taking another pastoral role. I’m not sure if my rent check counts out of the housing allowance since my start date is later.

I did have a contract signed with the church approving my housing allowance but there wasn’t a start date on it.

I would assume it was the day the governing body approved your housing allowance. The "resolution" should have been included in the minutes which will have a date on it ... if the "starting" date was not mentioned in the actual approval.

Housing allowances are never "retroactive", so any housings expenses incurred before the approval date could not be included.
