SHOULD WE BE PAYING THE ELDERS IN OUR CHURCH?

The Elder of our church we give him $500 a month from our Gas checks that comes in. We write him a check out of the General Fund. Is this legal and should we report it to the IRS. We are doing this because he gave us the church and the Pastor feel we owe him something, but the Elder said he don't want anything..Please Help I think its wrong..
