Twice within the past few months after making an online charitable donation, I received a statement that no goods or services were received for my contribution.
They also stated that according to a recent IRS ruling, gifts to a non-profit organization are only tax deductible if the organization receiving the funds "has full control of the donated funds and has discretion as to the use of the funds".
Does this need to be included on the statement for all contribution receipts that our church sends out in January?
I tried searching for this on the IRS website but didn't find anything.

Both of those statements on your receipts are proper. They are long time standing conditions of you being able to claim the contribution as deductible and are not new.
