Use of grant funds for administrative expenses

Typically grants notifications will specify whether the grantee can use a portion of the grant for administrative fees or indirect costs. In such cases the grantee is requested to itemize those amounts in its budget that is sent with the grant application. When this is the case it is OK to deduct such expenses up to the ceiling specified in the grant and included in the budget.
Be sure to keep a record of how the grant funds were used for audit purposes.

Seems to me that it would all depend upon the source of the grant funds and the rules, regulations and guidelines (in other words, the "strings" that are attached) of the granting agency or entity. Information needed to answer this question should be clearly spelled out in these rules, regulations and guidelines. Agencies making grants typically provide such information in the documents supporting / accompanying the grant. Violating the terms of the grant could eventually mean that the grant recipients would be required to return the money to the granting agency or entity.
