If a pastor lives part of the year in one state and part of the year in another, can they take the utilities, maintanence, etc on both homes?

You can not claim eligible housing expenses on both houses at the same time; however...
You can claim eligible housing expenses for the home you were living in at the time.
For example, if you had a preapproved housing allowance set up for the year ... then you could claim the expenses of the home you were living in at the time in the other state...then claim the housing expenses of your new home.
Don't forget the legal expenses of acquiring a home (i.e. legal fees, bank fees, title fees, etc.) are all considered eligible housing expenses.
