I'm an ordained minister--self employed by irs standards.
I have someone who wants to buy me something. I will use it for ministry purposes.
If he writes me a check and I give him a letter stating the amount given was used for ministry purposes, can he use the amount given and 'write it off 'on his tax return?

Even though you state this will be used for ministry there is no way verify.
The way to approach this is for the donor to give to the church and designate it for "church tools" it would then be a tax deduction for them and the board would decide how to use the funds (reimburse you or purchase the item their-self)at their meeting.

You are not a 501-c3 organization so your letter would not make the gift tax deductible.
