If a church decides to give a non member a love gift of 10,000.00 and no service was performed
does the church have to send a 1099 to IRS?

If it was for an individual in need and given out of your benevolence fund, it would not be taxable and you would not send a 1099.

HOWEVER...

if that was the case...you better have some strong documentation on file backing up that huge of a need. See this page:

If it was a love offering...then Anonymous is right...submit a 1099.

Regardless if services were performed or not, you are required to submit a 1099 for monies given to an individual or company. It was money that was received from the church, therefore, must be reported by them to the IRS, especially for that amount of money.
