Our Music Director is retiring and we are collecting a love offering from the members written to the church, designated for his love offering. We are issuing a 1099-Misc to the Music Director, but does the donor receive a tax deduction?

Offerings given for an individual are never a tax deduction for the giver.
If your church has a "love offering" policy in place and funds are received throughout the year, and the council decides who will receive it, and they do not discriminate and follow the other IRS rules of giving, then the donor can receive a tax deduction.
