Is it ok for my church to pay no salary for a part-time minister but provide $2400 housing allowance? Is it legal? Will it trigger IRS audit for my church?

While I am not an expert on these matters, it would appear that if your part-time minister meets the requirements of being ordained and/or licensed as a minister of the gospel, and if the church has taken official action that has been recorded in the minutes of the church authorizing the housing allowance, it would appear to me to be okay.
