Housing allowance for non-church 501 c 3 organization

A chaplain created a 501 3 c for his chaplaincy ministry. Can that ministry board designated a housing allowance for the chaplain?

Housing Allowances for Ministers

Housing allowances are a tax benefit for ministers, so if he fits the definition of a minister (look at IRS Publication 517), I see no reason why your board could not designated a housing allowance for the chaplain.
