I have taken on the position as church secretary so I want to make sure I am doing things right. We have a cleaning lady that we pay once a month, will she get a 1099 misc income? Also we pay our Sunday school childrens leader a monthly salary - no deductions are withheld on her either, will she get a 1099 misc income also?

There are many things to look at on how to report income.
If you have the IRS publication 15 series they will help a lot, also IRS pub 1828.
If you don't have them you can view them online at the www.IRS.gov website and also order them online to have a hard copy.
There is also a information on independent vs employee at http://www.irs.gov/Businesses/Small-Businesses-&-Self-Employed/Independent-Contractor-(Self-Employed)-or-Employee%3F
and if you are not sure use the SS8 at http://www.irs.gov/pub/irs-pdf/fss8.pdf.
You might have to cut & paste the links into your browser but I hope this helps!
