What does the housing allowance for "down payment for house purchase" work? Can a minister who is currently renting designate what they are putting into a savings account for a future house purchase as part of their housing allowance? If so, How much?

No, the actual housing expenses can only be claimed against the Housing Allowance and if the expenses do not add up to the Housing Allowance, the balance must added to income.
