The governing body of ANY church should and IS allowed to decide for the church on the question of gifts to members who volunteer their services. The only interest that IRS has in this would be the values of those gifts. If a church decided that some members had volunteered so much that their gift should be $600 dollars of value or more in one year, then IRS laws require a 1099 form report of that gift. Board members of churches or any organization should try to stay familiar with the tax laws for voluntary compliance of them--likewise for individuals.
