Is the pastor still considered an employee of the church if he does not receive a salary, and if he is considered an employee of the church can he be paid

You can designated all of the compensation you pay your Pastor as a housing allowance ...IF it is approved and set up properly.

BUT I do want to clarify that you will be issuing a check to the Pastor...not actually paying his housing expenses.
