I work as a youth pastor at a church in Pennsylvania. I am full time. I am curious if I can receive a housing allowance even though I am not ordained. I am not sure how this tax benefit works?

Does a minister have to be ordained? No.
The Supreme Court pretty much stated in Hosanna-Tabor v. EEOC (2012) that a minister is whoever a church (or any religious organization, in fact) decides is a minister. In other words, if it walks like a duck, quacks like a duck, etc.
