Can housing allowance be retroactive

My husband was an interim lead pastor 2013-2014.
We really did not think of housing allowance as this was the first time he was an Interim Pastor.
Can the church go back retroactively and include housing allowance?

I agree with the other no - in fact it should be approved by the board of directors before the beginning of the fiscal year - or at least before you start counting it as a housing allowance. It's unfortunate that no one at that church thought to tell you about this.

Retroactive Housing Allowance

If the Board approves the pastor's compensation package, including the housing allowance at meeting in February, even though the budget is a fiscal calendar, can the housing allowance be retroactive to the beginning of the year. The pastor has already been serving in the capacity and currently has a housing allowance, but the new compensation package increased the housing allowance.
