Budget approval meaning!

Does budget approval by the church mean that every expense is approved. Does that automatically approve salary increases and etc.
Should a budget just be a guideline.

For our church, budget approval by church vote means that all expenditures presented in the budget are approved, pending of course, that the funds are available. We encourage our ministry leaders who request the money, to always check first with treasurer to make sure funds are available, especially on the bigger budget items. We also use purchase orders. We also periodic update them on what is still left in their line item accounts. God has been so good to our church and so far so good on us being able to meet our budget.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.
