Our church has a benevolence fund. A non-church member wants to donate an amount for a specific church member in need.
1) Is the recipient liable to pay taxes on this money? 2) If yes, how do we report it to them?

the donation would not be counted as a deductible contribution either. look under Contributions and then Gift to individual.

Benevolence Funds do not operate this way. Those in need must be treated equitably. Tell the nonmember to make his/her gift directly to the receipient.
