Can the church contribute a percentage of the ministers HA towards his retirement account (403B)?

I sit on the Board of our church and also Treasurer. In our ministers contract, it says that he receives 10% of his regular pay plus 10% of his HA by the church into his retirement (403B) account. Is this allowable by IRS?
