Youth Pastor Retreats-do you record as income?

We have a Youth Pastor who goes on retreats and the church pays (no one has voted to do so) for he/wife to attend. Do we (the Stewardship Committee) need to keep specific records of it and include it on his 1099 as income?

This would depend on whether the church's administrative council looks upon this as the church's expense or the youth minister's expense and whether there is an accountable reimbursement plan in place? ALL expense amounts paid by the church should be accounted for in your records--basic Accounting 101.
