Expenses as Donations

I'm assuming that if a church cannot afford to reimburse legitimate expenses, the church could make a receipt available to recognize the expense as a donation to the church?

Noncash Donations

Yes. BUT make sure your Noncash donation receipt does NOT include the amount (value of the donation).

I give them the noncash donation receipt from the church and tell them to staple their receipt to it.

If you want to DIY your payroll, I highly recommend you look at using Gusto! It is very user friendly and their support is awesome! Plus they know how to set up and maintain payrolls for churches and nonprofit organizations.
