Can a pastor withdraw his 403B to purchase a home in cash and be exempt from tax?

housing allowances for pastors are the most misunderstood of any

It sounds as if you may not qualify from your short on details question. Retired pastors can claim their actual housing expenses if they qualified while serving as active pastors.

However, housing expenses must be proactively approved on a year to year basis. I advise you to read everything you can about pastor's housing allowances at this website and at the IRS website before filing your taxes, or get help from a tax professional who is experienced in clergy tax return preparation.
