501(3)c Non profit organization (not a church). Can I pay a pastor who is not on payroll a love offering gift? He receives a housing allowance and claims it on his own personal income tax.

You can give "your own" money as a love offering to anyone you choose (pastor or not, on payroll or not). You just cannot necessarily claim a deduction on your own income taxes for doing it.
