May a housing allowance be reduced?

Assuming you are paying a cash housing allowance to your pastor in addition to his/her salary, this may be a legal (contractual) question, so be careful with it.

If donations are falling off and future budgets of the church are in question, then the only option may be to reduce the cash housing allowance.

The church's organizational structure and denominational connections may present obstacles to actions that may be taken.
